I • <br /> F <br /> F <br /> nursery and preschool functions into the addition and would create new classroom and <br /> office space. The project also includes modification of the existing parking area on both <br /> parcels with new paving,restriping, frontage landscaping,plantings, and split rail fencing <br /> along the west side of the revised parking area. A new ADA ramp is proposed from the <br /> parking area to the lower portion of the building addition for pedestrian circulation. <br /> Existing driveway access would remain the same. No new signage is proposed. The <br /> Applicant indicated that no increase in the area dedicated to the sanctuary would occur <br /> and that no increase in the number of church members is anticipated. The improvements <br /> are intended to better serve church members and to better allow the church to perform <br /> . service to the community at large. Exhibits 1, 3, and 6;Ken Levesque Testimony;Pastor <br /> ET Tapper Testimony. <br /> 9. Having reviewed the site plan,Planning Staff submitted that the proposed addition would <br /> meet the setbacks of the R-1 zone and the 28-foot maximum height. At least 15 feet <br /> would be provided between the building and the southern lot line,which is the closest <br /> q. <br /> shared boundary with a residential use. Exhibits 1 and 3; Teresa Weldon Testimony. <br /> 10. The Applicant submitted a new parking lot layout plan. The existing paved parking lot <br /> on parcels 93 and 92 is not adequately striped and is required to be reconfigured <br /> consistent with City standards. The proposal would pave a portion of presently graveled <br /> area west of the existing paved parking and restripe the stalls on both parcels in order to <br /> correct inadequate stall geometry. Planning Staff submitted that the proposed parking <br /> plan,which shows 27 stalls,is generally acceptable. Staff submitted that because no <br /> changes to the sanctuary are proposed,the number of parking spaces is not required to be <br /> reviewed as part of the instant project. A new four-foot wide planting area is proposed <br /> between the reconfigured parking and the sidewalk along Dogwood Drive to be planted x <br /> with street trees and shrubs. Planning Staff indicated that the proposed frontage <br /> landscaping shown in the landscaping plan is acceptable. Exhibits 1 and 3, Site Plan and - <br /> Landscape Plan. <br /> 11. The western edges of the proposed addition intrude slightly into the 44-foot wetland <br /> a <br /> buffer in the southwest corner of the site. In order to maintain compliance with the <br /> requirements of the critical areas ordinance,the Applicant proposes to reduce the wetland <br /> buffer to 33.76 feet through a wetland buffer averaging scheme that pushes the wetland <br /> buffer west along the full length of both parcels. The scheme reduces the wetland buffer <br /> area in the southwest corner of the site by 934 square feet and adds 934 square feet to the <br /> wetland buffer between the parking area and wetland to the northwest of the church <br /> building. Buffer enhancement,including soil amendments,the installation of about 250 <br /> plants,mulch, and seeding of exposed soil,is proposed over 7,783 square feet throughout <br /> the averaged buffer along the western edge of both parcels. A split rail fence is proposed <br /> , <br /> at inner edge of the buffer to deter intrusion into the critical area. The Applicant's critical <br /> areas report concluded that the proposed buffer width averaging would result in no <br /> negative impacts to wetland or stream functions and values. Planning Staff submitted <br /> that the buffer width averaging and enhancement plan is consistent with critical areas <br /> regulations.
