4.4 WETLAND AND STREAM CLASSIFICATIONS—CITY OF EVERETT
Stream A: Type Ns, 50-foot buffer(with intact native vegetation)
Wetland A: Category IV, habitat score = 5; 44-foot buffer.
5.0 ADDITIONAL PROTECTIONS UNDER EMC
In addition to standard critical area buffers, Everett Municipal Code contains the following
requirements for protection:
Pursuant to EMC 19.37.110(A)(2)(a), wetlands that score moderate or high for habitat must meet
the following criteria:
i. When feasible, a relatively undisturbed vegetated corridor at least one hundred feet wide must be protected
between the wetland and any other priority habitats as defined by the Washington State Department of
Fish and Wildlife ("relatively undisturbed" is defined in question H2.0 of the 2014 Washington State
Wetland Rating System for Western Washington). Vegetated corridors have at least thirty percent cover of
shrubs or forest. Priority habitats include:
(A) Wetlands;
(B) Riparian zones;
(C) Marine/estuarine shorelines;
(D) Urban natural open space.
The corridor must be protected for the entire distance between the wetland and the priority habitat by some
type of legal protection such as a conservation easement.
The on-site wetland scores moderate for habitat. The wetland extends off-site to the west,
north and south where it connects to a riparian zone associated with the off-site stream.
The proposed development will not interrupt existing habitat connectivity.
ii. Measures to minimize the impacts of different land uses on wetlands, such as the examples
summarized in Table 37.1, are applied.
Table 37.1: Mitigation Measures
Examples of Activities and
Disturbance Uses That Cause Examples of Measures to Minimize Impacts
Disturbance
Lights • Parking lots •Direct lights away from wetland
•Warehouses
• Manufacturing
• Residential areas
Noise • Manufacturing • Locate noise-generating activities away from the
• Residential areas wetland to the extent feasible
Polluted runoff` • Parking lots • Comply with the 2012 Stormwater Management Manual for
View Ridge Community Church 5 Critical Area Report and Buffer
WRI#16092 Averaging/Enhancement Plan
November 21,2016
