It is not feasible to locate the <br /> development any further from the wetland. The proposed development will be in compliance <br /> with the Department of Ecology's Stormwater Management Manual for Western Washington <br /> (2012). Pursuant to EMC 19.37.120(F), the on-site critical areas and buffers will be placed in a <br /> protective covenant. The edge of the protective covenant shall be marked with permanent split- <br /> rail fencing and signs per EMC 19.37.110(E). <br /> Pursuant to EMC 19.37.110(A)(6), if the existing buffer is unvegetated, sparsely vegetated, or <br /> vegetated with invasive species, the buffer vegetation shall be enhanced or restored to the width <br /> required.A portion of the on-site buffer consists of sparsely vegetated areas including maintained <br /> lawn and gravel.
