Replacement of the bridge falls under the <br /> definition of"Repair" "The reconstruction or renewal of any part of an existing building for the purpose of its <br /> maintenance or to correct damage." <br /> Further,the design team has determined in accordance with the IEBC it is "Technically Infeasible"to provide <br /> IBC 1012.6 landings between the parking and the building. There is simply not enough distance between to <br /> add landings.The bridge will be replaced maintaining existing slope and run. <br /> Regarding Tony Lee's letter of January 10, 2001,the design team has concluded current codes concur with the <br /> determination that the second floor is not required to be accessible. <br /> Mr.Yestal,the building owner,is involved in this response and agrees with the designer-of-record to proceed <br /> as above. <br /> These conclusions and direction of action will be reiterated in our full response letter to the B2003-40, First <br /> Building Review dated April 8, 2020. <br /> 3. The bridge is connected to the existing building with an isolation joint per Detail 3/S3.1. See additional <br /> comments above in the"Structural"section of this letter for additional information. The minimum required gap <br /> should be specified in the detail. See IBC Section 1613.1 and ASCE 7-10 Section 12.12.3. <br /> Response: Refer to revised Sheet 3 -3 Detail E2. <br /> 4. The bridge Section on Sheet 2-of-3 specifies 0.5-inch diameter horizontal guard rails at a 4.5-inch spacing. The <br /> guard rails are required to be spaced to prevent passage of a 4-inch sphere. The provided gap between the rails <br /> equals this spacing and should be reduced. See IBC Section 1015.4. <br /> Response:%2" schedule 40 pipe has an outside diameter of 0.840". Pipes placed on 4.5"centers will result <br /> in a passage gap of 3.66" <br /> 5. The bridge Section on Sheet 2-of-3 includes rails located 3.5 inches above the deck surface. The first rails should <br /> be located 4 inches above the surface. In addition,the section should specify that the deck extend under the <br /> rails to prevent a horizontal gap between these elements. See IBC Section 1012.10.1. <br /> Response:The second sentence of IBC 1012.10.1 specifies that a curb shall be no less than 4"in height.A curb is <br /> neither required nor specified for this structure,a horizontal guard rail is used instead,and therefore not subject to <br /> the 4"height requirement.The only requirement it must meet is to prevent passage of a 4"sphere. <br /> The manufactured width of the deck material is 48",and the width between the bridge trusses is 4'-1",resulting in a <br /> %2"gap between the deck and the truss.Therefore,deck will lie under a portion of the%2"schedule 40 pipe guard rail. <br /> The guardrail is centered 3.5"above the deck.If the deck extends under any portion of the guard rail,the gap will be <br /> significantly less than 4".A dimension callout specifying a 0.840"maximum space between the deck and the bottom <br /> chord is added to the section drawing 2-3. <br /> 6. The bridge Section on Sheet 2-of-3 should specify that the FRP deck includes a non-slip surface.
