2-2.3 Traffic Control Plans and Detour Routes
The Consultant will prepare traffic control plans as part of the development of design Plans for the
preferred alternative. Traffic control plans will follow the standards and requirements of the City of Everett,
WSDOT and the MUTCD. Site-specific traffic control plans will be provided for all improvements, aligned
with the requirements for Federally-funded projects.
The Consultant will participate in one (1) meeting, arranged by the City, with the Everett Police and Fire
Departments to present conceptual traffic control plans and detour routes and gather feedback.
Traffic Control Plans and detour routes will be designed on Plan sheets consistent with the approach
outlined in Task 2-2. The plans for traffic control and detours will be included in the plan sets submitted as
part of Tasks 2-2 and 2-7.
The specifics of the routes, necessity of detours and limits of traffic control will be dependent on the
preferred alternative selected in Phase 1.
2-2.4 Utility Coordination
The Consultant will assist the City with coordination with City-provided and franchise utilities affected by
the preferred alternative. The Consultant will identify affected franchise utilities as identified in the original
survey provided by the City and any supplemental survey gathered in Task 2-3. The Consultant will assist
the City in providing the needed information on the depth, width and scope of project elements that may
affect utilities and require relocation of aerial or underground utilities. The Consultant will assist the City in
communicating and coordinating relocation schedules for utilities to ensure there are not undue delays in
the construction of the Project.
The Consultant will identify utilities and indicate relocation on the Plan sheets developed in Tasks 2-2 and
2-7. The City will provide utility design services for relocated water utilities, including hydrants.
The specifics of utilities that may be affected by the Project will be dependent on the preferred alternative
selected in Phase 1.
2-2.5 WSDOT Channelization Plan
The Consultant shall update the channelization plan for approval for the corridor segment between Maple
Street, the southbound 1-5 ramp, Hewitt Ave, and the US 2 Eastbound Ramp intersection. The latest
version of the Northwest Region Intersection/Channelization Plan for Approval Checklist will be utilized.
Comments from the City and WSDOT on the Plan from Phase 1 will be addressed and incorporated into
the channelization plan, and resubmitted to WSDOT for approval. Any additional review submittals
required by WSDOT beyond the one described above shall be considered extra services. Once WSDOT
has given their approval, one final full-sized reproducible Mylar set for WSDOT's record copy, if required,
will be produced.
Consultant Deliverables
• Draft WSDOT Channelization Plan for Approval (1 iterations)
• Mylar plans for WSDOT(if required)
• Final signed WSDOT Channelization Plan for Approval
Task 2-3 Supplemental Survey and Right of Way
The Consultant has received survey data from the City as part of the project kickoff(Phase 1).
