Exhibit A, Attachment A-1: Public & Stakeholder Engagement and Community
Outreach
City of Everett - California Street Bike/Ped Project
Overview
This scope of work supports the City of Everett and the Transpo team in engaging the community in
developing, evaluating, and refining bike path connections on or near California Street between
Broadway and US 2.The outreach and engagement for this project are intended to educate stakeholders
and the public on the project and welcome feedback from all stakeholders to assist in decision-making.
In addition to materials developed to support this project, the outreach will be summarized in a pre-
draft, draft and final appendix to the project documentation. The outreach summary will include
attachments and summaries of outreach efforts such as mailing lists, sample graphics and surveys, and
public comments.
Task 1—Engagement Launch. Our team will develop an engagement plan for the project to initiate our
engagement strategies and align with City outreach efforts and channels. This plan will include
assessing stakeholders, review viable engagement strategies, define an outreach calendar/schedule, and
confirm roles and responsibilities between consultant and City staff. It will provide a project branding
kit, an initial draft of a briefing kit/PowerPoint presentation, a draft press release related to the project,
and the initial draft of a project landing page housed on the City website. The branding kit will include
jpg and png versions of up to 5 graphic elements, including logo and title. This landing page will provide
a link to join a mailing list to receive project updates. The consultant will maintain a secure project
mailing list for the project's duration and work with the City to send project updates from a City
address. The consultant will also maintain a list of outreach activities for the final project document.
These materials are anticipated to go through one round of review and revision for use on the project.
Consultant Deliverables:
• Draft and final engagement strategy
• Procured project mailing list
• Branding kit
Task 2—Concept Development Phase Specific outreach. After confirming an engagement strategy, our
team will support outreach to promote the project with key stakeholders using a briefing kit to describe
the project goals/vision, potential solutions, and opportunities for providing feedback. It is assumed that
this phase of concept development will occur during some level of COVID health restrictions that limits
outreach to virtual engagement. An initial listing of stakeholders is provided in Table 1 below. The
briefing kit will reflect the project branding elements. The briefing kit will be used for briefings at regular
meetings of key stakeholders such as boards and commissions and at stakeholder interviews with key
corridor stakeholders, including businesses, community organizations, and neighbors. The briefing kit
will be updated with the project goals/vision and initial range of solutions as they evolve. It is assumed
that City staff will conduct most briefings and provide feedback to the project team to track comments
and outreach. The consultant team will develop an online open house that will be sustained throughout
the project. This online open house will include a mailing list sign-up and be linked to the City landing
page. It will include basic information from the project, specifically the project goal/purpose and an
Acutanza STS 4/02/2021
