CITY OF EVERETT, WASHINGTON <br />EVERETT POLICE DEPARTMENT <br />Edward Byrne Memorial Justice Assistance Grant (JAG) Program <br />(CFDA# 16.738) <br />FY 2021 Local Formula Solicitation <br />BUDGET NARRATIVE <br />The Bureau of Justice Assistance (BJA) identified The City of Everett for an eligible allocation <br />of $41,370 in the Local Justice Assistance Grant (JAG) solicitation. This allocation would be <br />utilized for the replacement of outdated and antiquated interview room cameras and recording <br />system at one Everett Police Department precinct, Computer Forensic computers and software <br />and the addition of less lethal devices. Due to lack of financial resources, the Everett Police <br />Department does not have funding allocated for the replacement of these projects within its <br />annual budget. <br />Interview Room Camera and Recording System <br />The antiquated interview room cameras and recording system have been in need of replacement <br />for several years. With the availability of current technology, the use of a new video recording <br />system will assist in keeping police officer and detective interactions with the public transparent <br />and safe and assist with the prosecution of criminal cases. The estimated cost for the first year is <br />$13,080 for new cameras, mounts, streaming server licenses, software and online storage for one <br />precinct location. Cost for the second year of the grant period is $2,937. Inclusive of taxes and <br />additional fees, the total package is estimated at $16,017 over the three-year grant period. The <br />contract for the purchase and acquisition of the new interview recording system will be procured <br />through either a state contract or competitive bidding process as outlined in the City of Everett <br />Procurement Policy 400-12-06. <br />With the assistance of $41,370 in federal funding, the Everett Police Department can provide <br />increased protection, transparency and support of its members and community by utilizing <br />current technology of recording and monitoring systems for investigative purposes. <br />Federal Funding — Interview Room Equipment <br />Recording and Monitoring System <br />Year 1 <br />13,080 <br />Server, License, Storage <br />Year 2 <br />2,937 <br />TOTAL Cost <br />16,017 <br />
