Less Lethal Devices <br />Washington State Legislature enacted Substitute House Bill 1310 which will go into effect July <br />2021, which in part, stresses the use of less lethal force options. As part of Everett Police <br />Department's efforts to comply with legislature's intent, the FY21 JAG grant will be utilized in <br />the purchase of several less lethal devices, BolaWraps, for use by patrol operations. The Computer Forensics team is responsible for managing the download <br />of digital evidence from the recording systems, processing phone data and security camera <br />footage, and providing digital evidence to prosecutors while both in the office and out in the <br />field. <br />Necessary equipment needs include one (1) Dell laptop, estimated cost is $1,646, to be used as a <br />tool while in the field. The laptop will be utilized to process phones, analyze body -worn camera <br />and security camera footage. Additionally, there is a need for four (4) Surface Go 2 Tablets for <br />use in the field, estimated cost is $2,548. The tablets would allow for portability of digital <br />evidence processing and have the capability to record system brands, cameras, formats and date <br />and time offsets presented within the recorded evidence. <br />Along with the proposed equipment, it is necessary to provide corresponding software / licenses <br />to analyze the digital evidence being processed. iNPUT ACE is currently being used as a tool <br />for this purpose. One (1) additional software package to include the first year and second year of <br />licensing, is essential for the team to work efficiently to analyze video software, create still <br />images and transcoding of small videos, all required evidence to present for prosecution. Having <br />the additional software package will decrease possible delays in this process. The estimated cost <br />for the software and licensing in year one is $2,740 with the second -year licensing at $2,191. <br />The total cost for the Computer Forensics equipment is $9,125 and is based upon quotes from <br />various vendors and will be reviewed by City of Everett Information Technology with <br />
