July 7, 2021 <br /> subsequent questions and asked council members to present their comments on <br /> this topic: <br /> • The Public Comment section of the meeting: <br /> o Are current rules for speaker identification and speaking time <br /> working? <br /> o Should Council allow citizens to make comments for items not on <br /> the agenda? If so, does Council want a preregistration process for <br /> public comments? <br /> o Are there any limitations Council should be placing on public <br /> comments? <br /> Discussion ensued regarding public comments being related to policy items/items <br /> on the agenda, allowing speakers to comment under an agenda item and not <br /> solely under Public Comments,the current practice of asking citizens to state their <br /> address for the record as a possible safety issue and maybe asking that they state <br /> their city or council district, accepting citizen comments to share community <br /> events/stories, requiring a speaker preregistration, providing an adequate <br /> deadline for that preregistration to allow staff to attend meetings to address any <br /> issues that arise from public comments, time allowance for public comments, <br /> remote and in-person public comment options, and a hybrid of in-person and <br /> virtual meetings, getting back to in-person meetings, COVID-19 safety, the <br /> possibility to allow the Council President to mute anyone who disrespects the <br /> rules of civility, and cost impacts of hybrid meetings. <br /> President Stonecipher then posed the following questions to council members to <br /> present their comments: <br /> • Are there any issues with the agenda that need solutions? <br /> • Have you received any questions regarding the Everett TV rebroadcast <br /> schedule? <br /> Regarding the agenda, discussion ensued regarding moving public comments for <br /> items not on the agenda to the beginning of the meeting, addressing public <br /> comments for items on the agenda during the agenda item, flexibility to move <br /> 5 <br />
