-The 4000 to 4700 blocks of Rucker Avenue, two blocks east and west, is currently a SODA area and I <br /> believe it should remain so for the next two years. This area encompasses a major arterial through the <br /> city; the parking lots of the shopping and food establishments in this area are very active with drug <br /> sales.
