-The area from the 3100 block of Smith Avenue to the 4000 block of Smith Avenue and two blocks east <br /> and west is a current SODA area. I believe this should remain a SODA area for the next two years. This <br /> area contains the Everett Transit Center, a major transportation hub for both the city and the county. <br /> While the majority of citizens frequenting this location are law abiding citizens, it is unfortunately a <br /> location where narcotic sales and use do take place.
