The Consultant shall provide a variety of development review services, which may include, but not be <br /> limited to the following: <br /> • Review construction plans and supporting documents submitted to the City of Everett in <br /> conjunction with development applications for compliance with the City of Everett standards, <br /> codes,and specific requirements for development applications. Examples of the City of Everett <br /> standards and codes include Everett Municipal Code,City of Everett Design and Construction <br /> Standards&Specs,Standard Drawings, and current Ecology Stormwater Management Manual <br /> for Western Washington, and ordinances. <br /> • Act as a project manager for permits under review; research applicable codes, regulations and <br /> requirements for assigned projects, route plans to specialized reviewers,compile comments and <br /> redlines from routed reviewers to write correction letters and/or permit conditions,and act as a <br /> City liaison of Public Works to buffer communication between the development community and <br /> other City review departments. <br /> • Perform site visits as needed to get a better understanding of the site being reviewed and to <br /> confirm site conditions and adjacent infrastructure related to development applications. <br /> • Attend scheduled meetings(via Microsoft Teams) and represent the Public Works department <br /> in pre-application meetings with developers to discuss public works standards and design <br /> elements as needed. <br /> • Provide to the City and/or applicant the plan redlines and written review comments in the City's <br /> standard comment review matrix within an agreed upon timeline(typically 3-4 weeks). <br /> • Respond to comments and inquiries about plan review from City staff, developer's engineers, <br /> others as necessary,or others as directed by City staff. <br /> • Participate in Microsoft Teams meetings to discuss review comments with City representative <br /> and/or development proponents as necessary,or others as directed by City staff. <br /> • Meet with City staff as needed through Microsoft Teams to check-in on plan review progress. <br /> • Other services typically performed by Public Works plan reviewers as needed. <br /> Each development project with permit applications that is sent to the Consultant for review will be tracked <br /> separately but a separate scope and fee estimate will not be prepared prior to performing the work unless <br /> requested by the City.
