4. Capital Expenditures <br /> a. A capital expenditure is any expenditure for new or replacement capital <br /> equipment or improvements to the courses that have a life expectancy <br /> greater than or equal to one year and a cost of no less than $5,000.00. <br /> b. A capital expenditure must be approved by the Director before it may be <br /> undertaken. If approved, the capital expenditure will be a direct cost. <br /> c. A list of examples of capital equipment owned or possessed by the City <br /> relating to this Contract as of the Effective Date is attached hereto as Exhibit <br /> H. <br /> d. Parks may,by prior agreement, have the Contractor contract for and make <br /> capital improvements and reimburse the Contractor for these improvements. <br /> e. The Contractor shall submit complete and detailed construction drawings for <br /> review and approval by Parks prior to the start of any construction and shall <br /> submit as-built drawings and breakdown of construction costs within thirty <br /> (30) days after completion of construction. <br /> f. Parks agrees to review plans for proposed improvements or alteration, and if <br /> the improvements are acceptable to Parks,to approve the same, which plans <br /> as approved shall be attached to an executed copy of this Contract and <br /> incorporated herein. <br /> 1) All alterations, improvements or fixtures shall be such that they do <br /> not impair the foundation, exterior walls,roof or structural bearing <br /> parts of the clubhouse or cause any deterioration to any other <br /> structure. <br /> 2) All work performed in providing alterations and/or improvements <br /> shall be done to the satisfaction of the Director. <br /> 3) Any alterations or improvements approved by Parks shall become <br /> the property of the City upon fixation. <br /> g. The Contractor shall obtain all necessary governmental permits needed to <br /> accomplish the approved capital improvements and to submit copies of <br /> same to the Director prior to commencing any construction on the Premises. <br /> The Contractor shall further report to Parks in writing on the first day of <br /> each month on a month-to-month basis regarding the status of all necessary <br /> permit applications and approvals. Contractor and each subcontractor <br /> engaged in construction, alterations or improvements on the Premises shall <br /> pay all workers, laborers, or mechanics employed in the performance of any <br /> part of the work an amount not less than the prevailing rate of wages <br /> established for each trade or occupation as established by the Washington <br /> Department of Labor and Industries. <br /> 18 <br />
