Hadley, Jr. johnhadleyjr@gmail.com <br />Hi John, <br />To paraphrase some references from WAC 246-215 (Washington State Retail Food Code): <br />01110 (1): The requirements of the food code, and needing to obtain a permit, apply to an operation that meets the definition of a <br />FOOD ESTABLISHMENT. <br />01115 (48)(c)(xiii): A FOOD ESTABLISHMENT is not a private home or other location used for a PRIVATE EVENT. <br />01115 (94): A PRIVATE EVENT means a private gathering limited to members and guests of members of a family, organization, or <br />club, where the event is not open to the general public, and where food is provided without compensation. <br />While you didn't mention whether food is provided without compensation, I assume that given the nature of this program, there is no <br />monetary transaction here. If this is the case, and only participating members of the organization are served food, then I view this as a <br />private event, which doesn't not meet the definition of a food establishment, which therefore does not need a permit. <br />I'd be more than happy to speak with you further if you have additional questions, or would like guidance with keeping food safety in <br />mind when designing your kitchen. The "cafe" aspect is just one of the many tools we <br />use to help those in need that desire to change their present lives. We reach out to those that are suffering from addiction, trauma, <br />homelessness and mental health problems_ We have members and membership requirements which are to be drug and alcohol free <br />for twenty fours hours, participate in our recovery programs, and our activities. If the member does not follow these requirements, their <br />privileges are revoked. We are open from noon to 4PM, 5 days a week and serve a hot meal, such as soup, stew or chili, some fruit <br />and cookies and lots of coffee. The activities and recovery programs, based on peer support research, are the main focus of our cafe <br />because, it is with these aids, that our members can begin to find some self worth and learn some skills to be able to participate in the <br />joys of life. Not an easy task for someone who feels downtrodden and worthless. A warm meal, a hot cup of coffee, and a hug goes a <br />long way towards an attitude realignment. There is no place for a lot of these people to go during the day. We provide a haven that, if <br />they participate in our programs and activities, they can find hope. We fill a gap between treatmenUail and the long term recovery <br />community. <br />We are going to be moving into the basement of the Public Market Building and are trying to get a building permit. The main hold up <br />has been the kitchen. We are not a commercial operation, and want to be able to use simple, inexpensive and decent equipment that <br />does not require extra special construction like a regular restaurant. We have been donated a new stove and hood that came from <br />one of our supporters; its residential equipment that doesn't need special construction.
