The site is located in the southeast corner of Lombard Avenue at 331d Street. There is one
existing single-family residential unit that will be removed with the development. The Compass
Health Supportive Housing development is proposed to consist of 82 restricted residential units and
8 new day -time staff and 2 new night-time staff.
The Compass Health Supportive Housing development is required to meet two Tier 1 and two Tier 2
TDM strategies from the Transportation Demand Management Preliminary Plan Checklist. The
strategies that have been chosen are:
• Criterion 41.2, Parking (Ties 1) — 2 signed spaces for shared vehicles (i.e. carpool)
• Criterion #3.1, Bicycling (Tier 1) —facilities for 42 bicycles
• Criterion #7.1, Information Kiosk (Tier 2) —Front desk will have information
• Criterion 49.1, Walking (Tier 2) —Front desk will have waking maps and information
A more detailed description of each TDM strategy is provided below
Criterion #1.2, Parking (Tier 1) — Shared Parking
The site is proposed to provide 12 parking spaces that are currently at the Northstar Apartments,
which is also operated by Compass Health, but are not being fully utilized. This parking supply is
greater than the anticipated parking demand of the Compass Health Supportive Housing development
since the residents are not anticipated to have vehicles. Two of the panting spaces are proposed to be
designed as ride-share/carpool/etc. spaces to satisfy Criterion #1.2. These spaces will be designated
with signage, striping or similar to identify that they are for ride-share/carpool/etc. use only.
Compass Health Supportive Housing will provide an annual report, ending December 31, to the City
of Everett to identify how the parking is being utilized at the site. It is anticipated that surveys,
including either surveys of employees or counts of actual parking, on a monthly basis.
2813 Rockefeller Avenue - Suite B - Everett, WA 93201
Tel: 425.339-8266 • Fax: 425-258-2922 - E-mail: info@gibsontraffic.com
