The Applicant proposed land <br />use modifications to the use of the building, specifically to allow non-residents <br />access to program services on the ground floor, building design modifications and <br />locating the required residential parking to an off -site parking lot, south of 3315 <br />Lombard Avenue. <br />Part 1: Administrative Use Permit, Development Standards and Parking Location Modification <br />The Applicant requested modifications to the following Everett Municipal Code sections: <br />• EMC 19.19.030 Metro Everett Use Table, Table 19-1: A request for an administrative use permit to <br />allow the use of 'office with clinics, social or human service facility and community service uses' on <br />the ground floor of the new building. <br />• EMC 19.20.320 Weather Protection Standards. A request for a reduction of the minimum weather <br />protection standards along 33rd Street due to the slope of the site. The request is to reduce the <br />required coverage from a minimum of 45%, down to 25%. <br />• EMC 19.20.500 Sidewalks and Pedestrian Circulation, Table 20-16: Sidewalk Standards. Along the <br />Lombard Avenue frontage, the request is to utilize and retain the existing sidewalk and landscape <br />frontage zones as they are in their current configurations in lieu of relocating these features. <br />• EMC 19.34.100 Location of off-street parking. A request to locate the required off-street parking in <br />an off site parking lot located approximately200 feet south of the new building. The existing parking <br />lot is located on the northeast corner of Lombard Avenue and 34th Street. <br />Evaluation Criteria: The planning director considered the criteria in section EMC 19.20.900.C,in evaluating <br />design modification proposals and the criteria in section EMC 19.19.050 for evaluating administrative use <br />permits.
