IRC R105.1 Permit required,which reads: <br /> Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, <br /> demolish or change the occupancy of a building or structure, or to erect, install, enlarge, <br /> alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing <br /> system, the installation of which is regulated by this code, or cause any such work to be <br /> done, shall first make application to the building official and obtain the required permit. <br /> 6. EMC 19.41.030(A)(B)Enforcement,Violation and Penalties,which reads: <br /> (A) Enforcement. Alterations conducted on property within the City of Everett without required City permits is <br /> a violation of IRC R105.1.. The record demonstrates said City ordinance was violated. <br /> 2. Unpermitted alterations conducted on the residential structure on the subject property are <br /> unlawful as defined by IPMC 108.1.4 and is a violation of IPMC 106.1.
