We've reviewed this. The detached garage appears to be constructed with a permit, including the partial second level, though our information is limited;the permit does not show the size of the second level. Based on what we do have, and the observable condition of the building, it does not appear that the second level was intended for anything other than utility space (i.e., not habitable space). We can issue a simple building permit to correct the garage doors—meaning remove the wall infills back to the original door frames. This will be subject to in-field review by our building inspector. The permit will be issued with some latitude to the inspector to require an additional building permit if he has concerns with the condition of the door frame, or if he thinks the original structural has been modified beyond just infilling the door frames.
