Section 15.04.330 Appellant Any person or persons aggrieved, or any officer, official of any department, board or commission of the City, jointly or severally, may be the appellant, and may make a request for a special exception to the Board for relief from any pro- vision of the zoning ordinance or any determination of the Building Inspector in the application of the pro- visions of the zoning ordinance to the appellant's land and/or structure except that the Board shall not be per- mitted to grant a use not allowed in the zone in which it lies or to make any change of a boundary line of a zone. The appellant shall appear at the public hearing at the time and place fixed by the Board in person, by agent, or by attorney. Section 15.04.350 Initiation of Action The Board may initiate a review of the 'Building Inspector's in- terpretation of the provisions of the zoning ordinance by a motion, or by virtue of a vote by a majority of the members present; it shall also review any inter- pretation of the provisions of the zoning ordinance made by the Building Inspector and any order, requirement, decision, or determination relating thereto, upon re- ceipt of an application or petition requesting a re- view of the interpretation; and it shall hear and de- oide all applications for variances. Section 15.04.360 Jurisdiction - Review of De- cision of Building Inspector: The Board may review any interpretation of the pro- visions of the zoning ordinance made by the Building Inspector, and any order, requirement, decision, or determination relating thereto, in the application of the specific provisions of the zoning ordinance to any parcel of land and/or structure. The Board may affirm or reverse the interpretation of the provisions of the zoning ordinance made by the Building Inspector, and any order, requirement, decision, or determination relating thereto; and the findings in each case, and to that end it shall have all of the powers of the Building Inspector except that in the Exercise of its powers, the Board may not by any act or interpretation: a. Change the boundaries of a zoning district b. Change the zoning rules regulating the use of land c. Hear appeals from decisions of the City Planning Commission. Section 15.04.370 Jurisdiction Variances; The Board may authorize variances in specific cases from the provisions or requirements of this Ordinance, not other- wise restricted in this section, as will not be con- trary to the public interest; but only where, owing to special conditions pertaining to a specific piece of property, the literal enforcement, of the provisions or requirements of this Ordinance would cause undue and unnecessary hardship.
