Section 16: Leakage and Waste. <br /> All persons taking water shall keep the service pipes out <br /> to the service cock and fixtures within their premises in good <br /> repair and protected from frost at their own exnense, and shall be <br /> liable for damage which may result from failure to do so. No <br /> deduction from water rate will be made on account of service pipes <br /> being frozen up. Water running to waste to prevent freezing will <br /> be shut off and a charge of two dollars will be made for the <br /> expense of inspection and shutting the water off and turning on. <br /> Vater will not be furnished where there are any defective <br /> or leaking faucets, closets or other fixtures, and when such may <br /> be discovered, the supply shall be withdrawn, and shall not be <br /> turned on again until the charge for the inspection and turning <br /> the water off and on has been paid to the Water Department. <br /> Section 17: Access to Premises. <br /> Water inspectors, or others delegated by the City for the <br /> purpose of inspection of the condition of pipes, to ascertain the <br /> quantity of water used or any waste or to obtain other information <br /> relative to the use of water, shall have free access to all <br /> premises supplied with water between the hours of 9 a.m. and 5 p.m, <br /> The Water Department may discontinue the supply of water to any <br /> premises where access is denied to its inspectors or agents. <br /> Section 18: Definition for Rate Making Purposes. <br /> An apartment house is a building containing three or more <br /> apartments, and shall be supplied through a meter only. <br /> Bungalow apartment is a group of buildings containing <br /> three or more apartments under separate roofs, which are supplied <br /> by a central heating plant with heat and hot water, all being <br /> under the same ownership; provided further that central heating <br /> plant shall not cross any dedicated street or alley; and provided <br /> further that the Superintendent of the Water Department shall <br /> determine the size of the service pipe to supply said premises, <br /> which shall be supplied through a meter only. <br /> A duplex apartment is a building containing two apartments <br /> only, and shall be supplied through a meter only. <br /> Combination commercial business and domestic consumers <br /> under the same roof, or a detached building occupying the same <br /> platted lots directly in rear of the main building, served through <br /> one connection shall be supplied through a meter only. <br /> A room is considered such when it measures six feet by <br /> eight feet or larger. <br /> A room with a break or projection in the ceiling or side <br /> wall such as a beam or pillar, constitutes two rooms, provided <br /> that floor space of each division equals six feet oy eight feet or <br /> larger. <br /> A boarding house is one having four or more boarders. It <br /> shall be supplied through a meter only. <br /> An apartment is one or more rooms used for housekeeping in <br /> vhich there is a sink and the charge shall be the same as a <br /> dwelling rate. <br /> One person occupying a building constitutes a family. <br /> -5- <br />
