An inspection of the property on April 13, 2020, revealed nuisances including household <br />and personal items, junk, salvaged materials, vehicle parts and many bags of garbage <br />were present on the property around the detached garage and carport structure. 10 or <br />more large bags of garage were piled, with circling flies, between the back of the <br />garage and adjacent fence. Extension cords were visible extending through a NW door <br />of the garage to power exterior lighting on the structure. The owner, Ms. Hicks <br />confirmed her adult son, Elga Hicks, lives in the garage. I spoke briefly with Elga Hicks <br />as I arrived at the property and saw him enter the garage with another adult. The <br />owner provided permission for my inspection of the interior and Elga Hicks did not <br />respond to my calls through three different garage doors. <br />The residence was built in 1942 and the property annexed into the City in 1962. A <br />search of records did not reveal a permit for the construction of the detached garage <br />nor for electrical service. The unpermitted electrical connection to the garage and/or <br />the use of flexible cords (extension cords) to provide power to the garage are violations <br />of City Code. <br />A. The presence of uncontalned bags of garbage, litter, junk, household and personal <br />items are violations of the Everett Municipal Code (EMC) 8.20.020 A, C, & G <br />and of international Property Maintenance Code (IPMC) Section 308 which <br />read: <br />EMC 8.20. 020 Nuisances Residential property and nonresidential <br />property. <br />Except as authorized by subsection H of this section or as may be allowed by <br />another city ordinance, no person owning, leasing, renting, occupying or having <br />charge or possession of any property in the city, including vacant lots, shall <br />maintain or allow to be maintained on the properly outside of a fully enclosed <br />structure such as a shed, dwelling, or closeable garage, any of the following <br />conditions visible from any street, alley, or other public or private property.• <br />A. Junk, trash, litter, boxes, discarded lumber, salvage materials or other similar <br />materials; <br />C. Broken or discarded furniture, household equipment and furnishings; <br />G.
