0 <br />LJ <br />Every occupant of structure shall dispose of garbage in a clean and sanitary <br />manner by placing such garbage in an approved garbage disposal facility or <br />approved garbage container. <br />IPMC 308.3.1 Garbage facilities <br />The owner of every dwelling shall supply one of the following: an approved <br />mechanical food waste grinder in each dwelling unit, an approved incinerator unit <br />in the structure available to the occupants in each dwelling unit; or an approved <br />leak proof, covered, outside garbage container. <br />B. The unpermitted alterations to the garage structure, specifically connection to <br />electrical service from the house, and/or the use of flexible cords in place of <br />approved permanent wiring, are violations of International Residential Code <br />(IRC) R105.1, and International Property Maintenance Code (IPMC) 605.4, <br />which read: <br />IRC R105.1 Required. <br />Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br />move, demolish or change the occupancy of a building or structure, or to erect, <br />install, enlarge, alter, repair, remove, convert or replace any electrical, gas, <br />mechanical or plumbing system, the installation of which is regulated by this code, <br />or to cause any such work to be done, shall first make application to the building <br />official and obtain the required permit. <br />IPMC 605.4 Wiring. <br />Flexible cords shall not be used for permanent wiring, or for running through <br />doors, windows, or cabinets, or concealed within walls, floors, or ceilings <br />C. The unapproved electrical service and use of the garage for residential occupancy <br />render the structure Unlawful as defined by International Property <br />Maintenance Code (IPMC) 108.1.4, and the lack of approved facilities to provide <br />heat, lighting, sanitation and other conditions required for occupancy render the <br />garage unfit for human occupancy as defined by the 108.1.3, in violation of IPMC <br />106.1, which reads: <br />IPMC 108.1.4 Unlawful structure. <br />An unlawful structure is one found in whole or in part to be occupied by more <br />persons than permitted under this code, or was erected, altered or occupied <br />contrary to law. <br />IPMC 108.1.3 Structure Unfit for Human Occupancy <br />A structure is unfit for human occupancy whenever the Code DJfidal finds that <br />such structure in unsafe, unlawful or, because of the degree to which the structure <br />is in disrepair or lacks maintenance, is unsanitary, vermin or rat infested, contains <br />Everett Police Department, Code Enforcement Unit •3002 Wetl ore Ave • Everett, WA 98201 425-257-8560 <br />Page I �� <br />
