Phase I Environmental Site Assessment Page 1 August 28,2020 <br /> 4808 Evergreen Way,Everett,Washington RGI Project No.2020-382-1 <br /> 1 INTRODUCTION <br /> The Riley Group, Inc. (RGI) has performed this Phase I Environmental Site Assessment (ESA) for <br /> the Evergreen Way Commercial property located at 4808 Evergreen Way, Everett, Snohomish <br /> County, Washington (hereafter referred to as the Property, Figure 1). No historical addresses <br /> were identified for the Property during this Phase I ESA. <br /> The Property consists of a 0.51-acre portion of land (tax parcel numbers: 00581900006300 & <br /> 00581900006500) and is occupied by a former automotive sales and repair facility.The owner of <br /> the Property is Cascade Ridge Properties, LLC. <br /> The Phase I ESA was performed on behalf of The Kushery d/o Joshua Shade (hereafter referred <br /> to as the Client), which authorized the Phase I ESA on August 6, 2020. RGI understands that the <br /> Client intends to purchase the Property and utilize it for retail purposes. <br /> 1.1 PURPOSE <br /> This Phase I ESA was performed to identify recognized environmental conditions(RECs), historical <br /> recognized environmental conditions (HRECs), controlled recognized environmental conditions <br /> (CRECs),and business environmental risks(BERs)associated with the Property in accordance with <br /> the scope of work and procedures included in the American Society for Testing and Materials <br /> Standard Practice E1527-13 (ASTM E1527-13) and the Code of Federal Regulations Title 40 Part <br /> 312 (40 CFR 312). <br /> RECs, HRECS, CRECs, and BERs, as defined by ASTM E1527-13, are described below: <br /> [The term "recognized environmental condition" means)the presence or likely presence of any hazardous <br /> substances or petroleum products in,on,or at a property 1)due to any release to the environment,2)under <br /> conditions indicative of a release to the environment or 3)under conditions that indicate an existing release, <br /> a past release,or pose a material threat of a future release to the environment.The term is not intended to <br /> include"de minimis conditions"that generally do not present a threat to human health or the environment <br /> and that generally would not be the subject of an enforcement action if brought to the attention of the <br /> applicable governmental agencies. <br /> [The term "historical recognized environmental condition" means] a past release of any hazardous <br /> substances or petroleum products that has occurred in connection with the property and has been addressed <br /> to the satisfaction of the applicable regulatory authority or meeting unrestricted use criteria established by <br /> a regulatory authority,without subjecting the property to any required controls(for example, property use <br /> restrictions,activity and use limitations, institutional controls,or engineering controls). <br /> [The term "controlled recognized environmental condition" means] a recognized environmental condition <br /> resulting from a past release of hazardous substances or petroleum products that has been addressed to <br /> the satisfaction of the applicable regulatory authority (for example, as evidenced by the issuance of a no <br /> further action letter or equivalent,or meeting risk-based criteria established by regulatory authority),with <br /> hazardous substances or petroleum products allowed to remain in place subject to the implementation of <br /> required controls(for example,property use restrictions,activity and use limitations,institutional controls, <br /> or engineering controls). <br /> [The term "business environmental risk" means] a risk that can have a material environmental or <br /> environmentally-driven impact on the business associated with the current or planned use of a parcel of <br /> commercial real estate,not necessarily limited to those environmental issues required to be investigated in <br /> this practice. <br /> 1MI <br /> RILEYGROUP <br />
