Completion of this Phase I ESA may qualify the Client for Landowner Liability <br /> Protections(LLP)from the Comprehensive Environmental Response, Compensation, and Liability <br /> Act (CERCLA). <br /> 1.2 SCOPE OF WORK <br /> RGI's scope of work for this Phase I ESA included the following tasks: <br /> i> Review of state and federal databases of contaminated facilities and/or facilities that use <br /> hazardous materials in the vicinity of the Property. <br /> y- Submit the ASTM E1527-13 User Questionnaire to the Client and the owner of the <br /> Property and review any completed questionnaires. <br /> ✓ Review of building department records, health department records, fire department <br /> records,tax assessor records, city directories, historical aerial photographs, historical real <br /> estate and fire insurance plat maps, topographic maps, geologic maps, and <br /> water/resource protection well log records, where available and applicable. <br /> • Review of an environmental lien search report and/or title report, if provided by the <br /> Client. <br /> • Perform a reconnaissance of the Property and a cursory reconnaissance of adjoining <br /> properties. <br /> i> Comment on underground storage tanks (USTs), aboveground storage tanks (ASTs), <br /> polychlorinated biphenyls (PCBs), sumps, oil-water separators, hydraulic hoists, disposal <br /> pits, groundwater wells, drywells, septic tanks, drums or large chemical storage <br /> containers, hazardous materials, and other environmental conditions, as applicable. <br /> ➢ Interview knowledgeable persons regarding the Property and/or adjoining properties. <br /> ✓ Review of Washington State Department of Ecology (Ecology) and/or Pollution Liability <br /> Insurance Agency (PLIA) files for the Property and/or adjoining properties, where <br /> applicable, available, and reasonably ascertainable. <br /> r Review of any previous environmental reports and/or documentation prepared by others <br /> for the Property and/or adjoining properties (as provided to RGI by the Client or obtained <br /> by RGI). <br /> • Prepare a final Phase I ESA, presenting RGI's findings, conclusions,and recommendations. <br /> 2 DESCRIPTION OF THE PROPERTY <br /> 2.1 LOCATION <br /> The Property is located on the United States Geologic Survey (USGS) Everett, Washington, 7.5- <br /> Minute Topographic Map (Figure 1)at an elevation of approximately 301 to 303 feet above mean <br /> sea level. <br /> The Property is located in the southeast quarter of Section 31 of Township 29 North, Range 5 <br /> 1 <br /> 1 �- <br /> RILEYGROUP <br />
