Phase I Environmental Site Assessment Page 4 August 28,2020 <br /> 4808 Evergreen Way,Everett,Washington RGI Project No.2020-382-1 <br /> 3.2 TITLE REPORT <br /> No title records were provided to RGI for the purposes of this Phase I ESA. <br /> 3.3 PREVIOUS ENVIRONMENTAL REPORTS <br /> No previous environmental reports were provided to RGI by the Client for the purposes of this <br /> Phase I ESA. <br /> 3.4 ASTM E1527-13 USER QUESTIONNAIRE <br /> 3.4.1 PROPERTY OWNER <br /> Mr. Gary Micallef completed an ASTM E1527-13 User Questionnaire on August 15, 2020 on <br /> behalf of Cascade Ridge Properties, LLC. Mr. Micallef was unaware of any environmental <br /> concerns, conditions, or limitations associated with the Property. Mr. Micallef noted that past <br /> use of the Property included an automotive dealership sales and service from 1978 until present, <br /> and that chemicals typical of such use have been present at the Property. Mr. Micallef indicated <br /> that a fuel tank, part of UST Tank Site #001039, had been removed from Property on August 21, <br /> 1990 after 12 years of use. Mr. Micallef indicated no knowledge of the presence or likely presence <br /> of contamination at the Property. <br /> 3.4.2 CLIENT <br /> Mr. Joshua Shade of The Kushery completed an ASTM E1527-13 User Questionnaire on August <br /> 14, 2020. Mr. Shade was unaware of any environmental concerns, conditions, or limitations <br /> associated with the Property. Mr. Shade believes that the listed sale price for the Property is <br /> representative of fair market value. Mr.Shade was unaware of any past/present chemical storage <br /> or releases, USTs/ASTs, sumps, oil/water separators, hydraulic hoists, disposal pits, drywells, <br /> septic tanks, or any indicators of the presence or likely presence of a release at the Property. Any <br /> other information provided by Mr. Shade has been incorporated throughout this report. <br /> 4 RECONNAISSANCE <br /> Mr. Logan Chinn, LG (Environmental Professional) of RGI performed a reconnaissance of the <br /> Property on August 17, 2020. Features of the Property and surrounding area observed during <br /> reconnaissance are illustrated on Figure 2. Photographs of the Property and adjoining properties <br /> are provided in Appendix A. <br /> RGI was accompanied by the Client during the reconnaissance and had access to all interior and <br /> exterior areas of the Property. Weather conditions during reconnaissance were sunny. <br /> 4.1 OPERATIONS/PROCESSES <br /> There are no operations or processes currently occurring at the Property. <br /> 4.2 BUILDING INFORMATION <br /> The Property (Appendix A, Photographs 1 through 5, 10 through 18) includes a 2-story, <br /> approximately 16,076-square-foot commercial building and auto repair shop constructed in 1948 <br /> (Photograph 1) with a 975-square-foot carport. The second floor of the building partially covers <br /> the footprint of the first floor, resulting in vaulted ceilings on the north and western portion of <br /> the building.The building is currently heated by natural gas, which is provided to the Property by <br /> the local power company.
