• <br /> September 1, 2021 <br /> AGREEMENT— PURCHASE OF 40 PALLET SHELTERS AND BATHRROOM UNIT <br /> Moved by Council Member Roberts, seconded by Council Member Tuohy, to <br /> award and authorize the Mayor to sign a contract with Pallet, SPC, to purchase <br /> 40 shelters and one two-stall bathroom unit in the amount of $477,734.31, <br /> including Washington State sales tax. <br /> Council Member Roberts stated he supports this action, and that it is important <br /> that the public understands, in light of the Boise decision,the only avenue the City <br /> has to deal with the unhoused population is to provide shelter. <br /> Council Member Bader stated he fully supports the addition of pallet shelters <br /> behind the Gospel Mission, but he expressed concern about the addition of pallet <br /> shelters in other areas without first hearing from the neighbors. He offered an <br /> amendment that would require Council action before the addition of pallet <br /> shelters in other areas. <br /> • Julie Willie, Community Development, provided information about next steps, <br /> which include vetting possible locations, conducting neighborhood outreach, and <br /> working with Council to ensure it approves proposed locations. <br /> Council Member Tuohy asked for an update on how the pallet shelter program <br /> located behind Gospel Mission is working, as well as the implementation of the <br /> no-sit, no-lie ordinance. She added that she looks forward to hearing about other <br /> types of housing options. <br /> Council Member Vogeli suggested the City consider leasing pallet shelters to other <br /> organizations when possible. <br /> Roll was called with all council members voting yes, except Council Member <br /> Murphy who was excused. <br /> Motion carried. <br /> The City Council meeting was adjourned at 7:40 p.m. <br /> • <br /> 7 <br />
