EXHIBIT A-1 <br /> DIKING IMPROVEMENT DISTRICT NO. 5 PERMITTING SUPPORT SERVICES <br /> SCOPE AND FEE ESTIMATE <br /> INTRODUCTION AND PROJECT UNDERSTANDING <br /> GeoEngineers is pleased to present this scope and fee estimate to the City of Everett(City)for permitting <br /> support services for Diking Improvement District No 5 (District). During the August 10th, 2021, District <br /> meeting, two motions were passed related to Smith Island Advance Mitigation for consultant support <br /> services: revise monitoring methods for the Smith Island Advance Mitigation Site and review Smith Island <br /> Advance Mitigation Plan and permits to identify if credits can be used for aquatic/fish impacts. Based on <br /> conversations with the District and City, an additional task was added to support the District's next steps, <br /> based on the results and/or decision from the above tasks.This task will be activated by the City or District <br /> upon request and approval in writing by both parties. <br /> SCOPE OF SERVICES <br /> Task 1- Contract administration and task/project coordination. <br /> This task includes attendance at District meetings upon request, short informal communication about <br /> topics or concerns or interest, and contract administration. GeoEngineers Project Manager will manage <br /> each task to the budget limits authorized by the District. <br /> Task 2 - Prepare revised monitoring methods for Smith Island Advance Mitigation site <br /> GeoEngineers will prepare a revised monitoring methods section for the Smith Island Advanced Mitigation <br /> Plan. The monitoring methods will be revised to align with Snohomish County's Smith Island monitoring <br /> methods while also incorporating specific performance standards that address regulatory agency <br /> requirements. The methods will also be revised to reflect the adjustment in scheduling of quantitative <br /> performance monitoring from odd year to even years. The above changes were previously discussed with <br /> the Corps and Washington State Department of Ecology (Ecology) during a meeting on June 11th that <br /> Heather Griffin and Mark Stamey attended (see email from Heather Griffin for detail). Revision to the <br /> monitoring program will require collaboration with Snohomish County Surface Water Management Staff to <br /> modify and/or incorporate revised monitoring methods. <br /> Task 3 - Respond to review comments on Diking Improvement District No.5(District)Project. <br /> The District has received comments on permit application for a project on downstream dikes. The use of <br /> Smith Island Advance Mitigation credits was proposed as compensatory mitigation for impacts associated <br /> with this project. Comments received on their application state that Smith Island Advance Mitigation site <br /> does not provide adequate mitigation. <br />
