2.7 WATER FILTRATION PLANT DELIVERY INFORMATION <br />The Water Filtration Plant (WFP) is located at 6133 Lake Chaplain Road, Monroe, WA, 98272. All <br />deliveries are F.O.B. Destination. <br />The supplier must make deliveries within five (5) business days after receipt of an order during normal <br />business hours. The WFP is open Monday through Friday, between 7:00 a.m. and 4:00 p.m. Deliveries will <br />not be accepted on weekends and holidays, nor outside the stated time period except by prior agreement <br />between the supplier and the City. <br />Supplier shall notify the WFP at least twenty-four (24) hours in advance of actual expected delivery time. <br />Drivers are encouraged to contact the WFP at 425-257-8200 prior to arrival. Cell phone coverage is <br />unreliable when less than four (4) miles from the plant. <br />2.8 LIQUID HYDROFLUOSILICIC ACID <br />All hydrofluosilic acid (H2SiF6) must meet American National Standards Institute (ANSI)/American Water <br />Works Association (AWWA) Standard B703-19. The liquid hydrofluosilic acid must be potable water <br />treatment grade and contain not less than 23% and not more than 30% H2SiF6 by weight. The material <br />supplied shall conform to ANSI and AWWA Standard B703-11, Section 4. <br />The supplier's agent shall provide samples for the City according to ANSI/AWWA Standard B703-11, <br />Section 5.1. The City will provide the sampling containers. The City shall retain the two (2) composite <br />samples provided by the supplier's agent from each shipment. <br />Each shipment must be accompanied by a Certificate of Analysis (COA) for the amount of H2SiF6 in each <br />shipment as per the ANSI/AWWA Standard B703-11, Section 6.3. This analysis shall include percent H2SiF6 <br />by weight. <br />Delivery must be in trucks or trailers dedicated solely to hauling liquid hydrofluosilic acid. All delivery <br />tanks and containers must be manufactured from or lined with materials that are highly resistant to <br />hydrofluosilicic acid, as noted in ANSI/AWWA Standard B703-11. <br />The supplier must be able to deliver bulk shipments of hydrofluosilicic acid in quantities of 4,000 to 5,000 <br />gallons. <br />It is preferred that the supplier's truck or trailer be fitted with a mechanical filter assembly. The <br />recommended size is a 30-micron mesh size fibrous filter in the filter cartridge that is compatible with <br />liquid hydrofluosilic acid. The supplier would filter the chemical during the unloading process and prior to <br />the transfer of the product into the City facility's receiving storage tank. <br />The truck or trailer must be equipped for unloading chemicals to storage tanks pneumatically. The City <br />will provide, if needed, compressed air of a minimum thirty (30) pounds per square inch (PSI). The truck or <br />trailer are to be equipped for connection to a three (3) inch bolted and gasketed flange for off-load. <br />The liquid hydrofluosilicic acid storage tanks are located at the WFP Fluoride Building. The tanks are as <br />follows: <br />• Two (2) acid storage tanks with the capacity of 5,000 gallons each. <br />• One (1) acid day tank with the capacity of 1,200 gallons. <br />Page 11 of 27 <br />
