A critical part of the Everett Career Link Program has been a regional intermediary.Having <br /> launched a suite of career-connected learning programs,district staff have surfaced the many <br /> strengths of,and limitations to,district leadership of such programs.: A notable limitation is the <br /> capacity of district staff to recruit and prepare employers for career-connected learning <br /> programs. A regional intermediary can carry out this function and grow the number of industry <br /> and community partners involved in the program while working with Everett Public School Staff <br /> to ensure a strong fit between the program and employer capacity.Prior Everett Career Link <br /> employer host information will be available for the 2020-21 program. <br /> This requirement is for a regional intermediary to help connect the district with businesses in the <br /> community in order to support the program. Briefly stated,an intermediary is an individual or <br /> organization that works closely with school systems,higher education,local business and labor, <br /> industry associations, community-based organizations,and local government to secure the <br /> involvement and build capacity of employer partners in support of career-connected learning <br /> programs. <br /> The program,which is co-hosted by the district and the city,will implement strategies for employer <br /> recruitment and preparation for hosting high school student interns,mentorships,and career exploration <br /> partners during summer of 2021. Upon completion of the summer program,the district and the city intend <br /> to conceive the design and launch of a permanent regional intermediary. This intention is to build the <br /> district's internal capacity to become capable of sustaining the program. <br /> III. BACKGROUND <br /> The district entered into a contract on February 1A,2021.for Phase 1 of the 2021 Everett Career Link <br /> program to"Developmen t of Three Mode Internship Model; Recruitment of Career Link Employer <br /> Partners"This phase of the project is scheduled to be completed in April 2021. <br /> Concurrent with Phase the district conducted Request for Proposal,RFPw:20/21.to accomplish the scope <br /> of work identified in phases 2-4. <br /> Phase 2: Plan Development and Recruitment for Everett Career Link:Mentorship and <br /> Exploration Program;Employer Support for Everett Career Link I May—June 2021 <br /> Phase 3:Program Support for Employer Hosts and Partnerships;Everett Career Link: Career <br /> Up!Model Development and Employer Commitments!July—August 2021 <br /> Phase¢:Design and Launch of Permanent Intermediary Program'September—October 2021 <br /> The outlined prescriptive work is to occur over the time period identified with specific deliverables and <br /> detailed work product. Given there were no responses to the RFP and the scope of work that needs to be <br /> done, district is making efforts to accomplish much of the work in-house. <br /> The ongoing partnership with the City of Everett(city)has created significant opportunity for students <br /> across the district to obtain real life experiences in the working world.The demand continues to exceed the <br /> available mentorship options and it is the desire of all parties to expand this program.Following the RFP <br /> process discussions ensued with the district, city and d the contractor,Shannon Affholter,to explore <br /> alternatives to fulfill the district's requirement. <br /> The parties have agreed to reduce the scope of work defined in.RFPio:20/21 by shifting the more <br /> operational work from the contractor to district staff.The role for a contractor is accordingly reduced <br /> leaving the intermediary development services including expanding and developing deeper corporate <br /> relationships at both the operational level and the business leadership level. <br /> IV.
