Z <br /># 0 <br />DECISION: The City of Everett Planning Director grants APPROVAL with CONDITIONS of a request by <br />Pavel Andreyanov to construct a new single-family residence into a Critical Area buffer located at 10104 <br />Dakota Way, Everett, WA. The following conditions apply: <br />1. Record a Critical Area Site Plan (CASP) and the "Declaration of Critical Area Protective Covenant" <br />prior to issuance of building permits. The CASP must be formatted to meet Snohomish County <br />Auditor standards for recording and must be approved by the City of Everett Planning Division prior <br />to recording. <br />2. All work must comply with the recommendations of the Critical Areas Study & Buffer Enhancement <br />Planting Plan dated April 27, 2020 prepared by Wetland Resources Environmental Consulting. <br />Monitoring and maintenance will be the responsibility of the owner(s) under the direction of the <br />ecologist. Inspection of the enhancement plantings and removal of invasive species are required <br />prior to final building inspection. Contact Project Planner: Grace Pollard to schedule the inspection. <br />3. Construction of a permanent fence along the Critical Area buffer edge as is shown on the Critical <br />Area Report and Buffer Mitigation Plan Map with a minimum of six (6) Critical Area signs is required <br />to be in place prior to final inspection. This will require a Public Works permit to locate a portion of <br />the fence in the public right-of-way. Four (4) of the signs must be placed along the Critical Area <br />street frontages along Dakota Way and Idaho Avenue. <br />Signature:' for Y. S.-W.
