1.0 INTRODUCTION <br />Wetland Resources, Inc. (WRY performed a site investigation on June 6, 2019 to locate and evaluate <br />jurisdictional wetlands and streams on and in the vicinity of the property located south of the <br />intersection of Dakota Way and Idaho Avenue in Everett, Washington. The site consists of one <br />parcel (Snohomish County tax parcel number 00552400900200). The Public Land Survey <br />System (PLSS) locator for the site is Section 23, Township 28N, Range 04E, W.M. The parcel is <br />situated within the Swamp Creek sub -basin of the Cedar-Sammamish Watershed, Water <br />Resources Inventory Area (WRIA) 8. At the time of our site visit, the weather was partly cloudy. <br />The purpose of this report is to describe wetlands and fish and wildlife habitat conservation areas <br />on and in the vicinity of the subject site, assess potential impacts that may result from the <br />proposed development, and to provide a mitigation plan in accordance with the requirements of <br />the City of Everett Municipal Code. Identification and assessment of other critical areas are <br />outside the scope of this report. <br />2.0 SITE DESCRIPTION <br />The 0.68-acre site is currently undeveloped. The eastern and western portions of the property <br />consist of maintained lawn. A forested ravine extends across the central portion of the site from <br />north to south. Surrounding land use consists of residential homes and undeveloped forested <br />areas. Topography of the site slopes inwards toward the forested ravine. Vegetation within the <br />forested areas generally consists of Western red cedar (Thuja plicata) and red alder (Alnus rubra; <br />FAC) in the overstory. The understory includes (Rubes spectabilis), European mountain ash (Sorbus <br />aucuparia; N/I), and false lily of the valley (Maianthemum dilitatum; FAC). <br />Three wetlands (Wetland A, B, and C) and one stream (Stream A) were identified on the subject <br />site. Wetlands A, B, and C were rated using the Department of Ecology Wetland Rating System <br />for Western Washington 2014 update (Hruby 20014, per Everett Municipal Code - EMC <br />19.37.090). All three wetlands are classified as Category III wetlands. Wetlands A and C receive <br />a habitat score of 5. Wetland B receives a habitat score of 6. Pursuant to EMC 19.37.110, <br />Category III wetlands with habitat scores of 3 to 5 receive 80-foot standard protective buffers, <br />and Category III wetlands with habitat scores of 6 to 7 receive 150-foot standard protective <br />buffers. Stream A is classified as a Type F stream. Pursuant to EMC 19.37.170, Type F streams <br />with buffers that are unvegetated, sparsely vegetated, or vegetated with invasive species receive <br />150-foot standard buffers. A significant portion of the on -site buffer areas consist of maintained <br />lawn.
