The proposed development will result in unavoidable buffer impacts totaling 4,227 square feet. <br />The applicant proposes to mitigate for these impacts by providing enhancement for the <br />remainder of the on -site buffer areas that consist of maintained lawn (11,616 square feet). The <br />buffer enhancement areas will be planted with native trees and shrubs, which will provide a <br />significant lift to buffer functions on the site as compared with the existing conditions. The <br />Critical Area Covenant will place 28,711 square feet, including the on -site wetlands and stream, <br />existing forested buffer areas, and enhanced buffer areas, under permanent protection. <br />No federally listed threatened or endangered species are located on or in the vicinity of the site. <br />Therefore, the proposed development will not adversely affect any protected species. <br />4.0 REVIEW OF EXISTING INFORMATION <br />Prior to conducting the site investigation, public resource information was reviewed to gather <br />background information on the subject property and the surrounding area in regards to <br />wetlands, streams, and other critical areas. <br />• United States Fish and Wildlife Service (USFWS) National Wetlands Inventory The <br />National Wetlands Inventory (NWI) depicts a Riverine, Unknown Perennial, <br />Unconsolidated Bottom, Permanently Flooded (RSUBH) feature crossing the eastern <br />corner of the property. <br />• USDA/Natural Resources Conservation Service (NRCS) Web Soil SurveK The Web <br />Soil Survey maps the soils on site as Alderwood-Urban land complex, 2 to 8 percent <br />slopes. <br />• WDFW Priority Habitat and Species (PHS) Interactive Maw The PHS does not show <br />any priority habitats or species on or in the vicinity of the site. <br />• WDNR Forest Practices Application Mapping Tool (FPAMT): The FPAMT map shows <br />a Type F stream in the eastern portion of the property. <br />• WDNR Wetlands of High Conservation Value Map Viewer: This resource does not <br />depict any features on or in the vicinity of the subject property. <br />• Snohomish County PDS Map Portal: The PDS Map Portal depicts a non -fish habitat, <br />seasonal stream (tributary to Swamp Creek) crossing the central portion of the subject <br />property. <br />• StreamNet Mapper: StreamNet depicts Chinook presence in Swamp Creek (to which <br />Stream A is tributary). <br />• WDFW SalmonScape: SalmonScape does not depict any features on or in the vicinity of <br />the property. <br />• City of Everett Critical Areas Map: The City of Everett Critical Areas Map identifies a <br />Type F stream flowing north/south in the central portion of the property. <br />APV Ventures LLC — Dakota Way 3 Critical Area Repor4 Buffer Mitigation <br />WRI #20015 Plan & Habitat Assessment <br />April27, 2020 <br />
