degraded buffer by planting native trees and shrubs. This represents a 2.75:1 buffer mitigation
ratio.
10.0 HABITAT ASSESSMENT
Under EMC 19.37.190(B), Stream A (Type F) and the associated riparian corridor are classified
as fish and wildlife habitat conservation areas and are subject to regulation under this section of
code. Pursuant to EMC 19.37.190(D)(1)(a), when development is proposed within 200 feet of a
Type F stream, a habitat assessment is required. A habitat assessment evaluates the potential
presence or absence of a regulated fish or wildlife species or habitat potentially affected by
a development proposal, and contains an assessment of the potential impacts of the proposal on
any regulated species or habitat subject to these regulations.
The proposed development has been located on the property as far as possible from Stream A
and will not have any direct impacts to the stream or the existing forested riparian corridor. The
single-family residence will be located within a portion of the site that currently consists of
maintained lawn and no natural vegetation will be disturbed. Therefore, the proposed
development will not result in any adverse impacts to the on -site stream or riparian corridor.
As described in Section 5.0 Wildlife, the on -site portion of Stream A does not support resident or
anadromous fish species due to the seasonal nature of flow and existing downstream blockages.
Therefore, no federally or state listed fish species are present on the site. No other listed species or
habitats are documented to occur on or in the vicinity of the subject site and no evidence of any
such species or habitats of primary association were identified during the site investigation.
Migrating bird species may utilize the forested portion of the site. No impacts or disturbance is
proposed to occur within the forested corridor, so no potential impacts to migrating bird species
will occur.
The remainder of the property that is currently maintained as lawn will be planted with native
trees and shrubs as part of the proposed buffer mitigation plan. The proposed mitigation will
result in an additional 11,616 square feet of forested habitat adjacent to the stream/riparian
corridor and will substantially increase the width of the forested corridor. The proposed project
will therefore improve protection of the stream and boost the level of wildlife habitat function
provided on the site.
No potential adverse impacts to regulated fish or wildlife species or habitats will occur as a result
of the proposed development.
APV Ventures LLC—Dakota Way 13 Ctitical Area Report, Buffer Mkation
WRI #20015 Plan &Habitat Assessment
April27, 2020
