The area surrounding the on -site wetlands includes in -stream and riparian habitat as well as <br />priority snags and logs that are important to some wildlife species. <br />The onsite seasonally flowing stream does not support salmonid fish but provides water, food <br />sources and habitat for a variety of other wildlife. <br />16.3 POST DEVELOPMENT CONDITIONS <br />The proposed development has been designed to avoid any direct impacts to the on -site wetlands <br />and stream. Therefore, there will be no change to critical area functions. Further, the <br />development has been sited within a portion of the site that consists of maintained lawn. This <br />portion of the buffer provides a relatively low level of buffer functions. As no naturally vegetated <br />areas will be affected, the development will have minimal impact on the functions provided by <br />the on -site buffer. The proposed mitigation plan includes planting a diverse mix of native plants <br />throughout the remaining portions of the on -site buffer that are currently maintained as lawn <br />(11,616 square feet). This will result in a significant increase in forested buffer habitat provided <br />on the site, which will also improve visual and noise screening for the wetlands and stream. <br />Overall, the proposed development and mitigation plan represents a substantial improvement in <br />on -site buffer functions. <br />17.0 CRITICAL AREA PROTECTIVE REQUIREMENTS <br />Critical Area Covenant <br />Pursuant to EMC 19.37.220(F), the on -site critical areas and buffers shall be placed in a <br />protective Critical Area Covenant. The property owner shall file a notice with the Snohomish <br />County auditor, which shall provide public record of the presence of the critical area covenant. <br />Fencing and Other Protective Mechanisms <br />Pursuant to EMC 19.37.220(C) and (D), split -rail fencing and critical area signs shall be placed <br />along the boundary between the development and the protected critical areas and buffers as well <br />as along the on -site road frontages of Idaho Avenue and Dakota Way. <br />APV Ventures LLC—Dakota Way 23 Critical Area Report, Buffer Mitigation <br />WRI #20015 Plan & Habitat Assessment <br />April27, 2020 <br />
