The <br />information below is taken from the Violation Citation that was issued on January 13, 2021. <br />"On October 29, 2020, Public Works Inspector, Randy Allen, went to 2118 Kirby PI, to investigate <br />mud and dirt run off from the property. His inspection determined that work was done without <br />permits to include clearing, grading and/or excavation on the property. In addition, he observed that <br />there had been construction without permits. Specific unpermitted work included installation of a new <br />electrical panel, a new kitchen including sink and cabinets, and replacement of a bay window to a <br />standard window in the front of the house. A Stop Work Order W2010-004 was issued on October <br />29, 2020 and a complaint was forwarded to Code Enforcement on October 30, 2020. <br />On November 2, 2020, the home owner told Officer Hinkley that the entire interior and exterior of the <br />house was redone, to include roofing, siding, window replacement, paint, flooring, new kitchen <br />cabinets, sink and appliances, new bathroom fixtures, cabinets, and clearing/clean up of the exterior <br />of the property. With internet research of Redfin photos of the property, Officer Hinkley was able to <br />see before and after pictures of work that was done, including an exterior deck attached to the <br />house, reconfiguration of the kitchen and a bathroom, removal of an exterior wall bump out to a flat <br />wall, removal vegetation and addition of gravel near the driveway. Research of city records reveals <br />no permits were applied for or issued for much of the work at this property. Owners have since <br />initiated working with Permit Services to gain permits." <br />"Corrective Action, Deadline <br />If the Respondent completes the following corrective action by the date listed below, and is not a <br />repeat violator, the respondent may enter into an agreed order as described in Section 7 below. <br />1. The structure must remain vacant and secure until occupancy is approved by the City of <br />Everett Building Dept. <br />2. Contact the City of Everett Permit Services located at 3200 Cedar Street and apply for and <br />obtain all of the necessary and required permits to bring the structure(s) or property into <br />compliance with the Everett Municipal Code. You shall then correct and complete all of the <br />deficiencies that are present and have the work inspected and approved, by the Everett City <br />Building Division/Public Works Department. <br />Corrective action must be completed by August 30, 2021." <br />At this time the Public Works Office is closed, however, permits can be applied for and <br />obtained through the online service which can be accessed at <br />https://everettwa.gov/169/Permit-Services <br />Add your Code Enforcement Case number: <br />
