CITY OF EVERETT, WASHINGTON EVERETT POLICE DEPARTMENT Washington State Department of Commerce Request for Proposal (RFP) RFP No. 19-31440-1 LETTER OF SUBMITTAL The City of Everett Police Department submits to the Washington State Department of Commerce the attached proposal in response to the request for proposals (RFP number 19-31440-1)1 for less -than -lethal equipment. The Everett Police Department serves a diverse community of over 111,000 people2 with major employers including Naval Station Everett and the Boeing Everett Assembly Plant. The Everett Police Department believes in building strong and safe communities within the City of Everett and its mission is to work in partnership with the community to enhance the quality of life and reduce crime through our core values of integrity, professionalism, and honor. The Everett Police Department has a twenty -member Special Operations Group, which provides a professional response to civil unrest or special events while providing protection of life and property for the citizens of Everett. Through mutual aid, the Special Operations Group has provided support to agencies throughout King, Snohomish, Skagit, and Whatcom counties. The Everett Police Department has a need for less -than -lethal equipment, as a result of legislation passed in 2021, codified in the Revised Code of Washington (RCW) 10.116.040', which has resulted in a lack of access to less -than -lethal equipment.
