Contractor: Law enforcement agency, or consortia of law enforcement agencies, whose proposal <br />has been accepted by COMMERCE and is awarded a fully executed, written contract. <br />COMMERCE or AGENCY: The Department of Commerce is the agency of the state of Washington <br />issuing this RFP. <br />Law Enforcement Agency: For purposes of this RFP, "law enforcement agency" shall have the <br />meaning set forth in RCW 10.116.010. <br />Peace Officer: For purposes of this RFP, "peace officer" shall have the meaning set forth in <br />RCW 10.116.010. <br />Proposal: A formal offer submitted in response to this solicitation. <br />Request for Proposals (RFP): Formal procurement document in which a service or need is <br />identified but no specific method to achieve it has been chosen. The purpose of an RFP is to permit <br />the Applicant community to suggest various approaches to meet the need at a given price. <br />Less Than Lethal Equipment: For purposes of this RFP, less than lethal equipment includes: <br />• Conducted Energy Weapon A conducted energy weapon that provides longer range <br />capabilities than previous models, as well as additional features such as warning arc, <br />dual lasers, or multiple applications with one cartridge. Models must have a data <br />management system that includes storage and download functions; <br />• Shield A lightweight ballistic shield that can be utilized with other less lethal alternatives <br />to protect the officer and/or subdue a suspect; <br />• Kevlar Tether Device A handheld remote device that discharges a Kevlar tether to <br />entangle the subject at a range of 10-25 feet; and/or <br />• Compressed Air Less Lethal Launcher A compressed air less lethal launcher that does <br />not meet the definition of "firearm" under Washington law and utilizes ammunition that <br />meets the requirements of RCW 10.116.040. <br />1.7 ADA <br />COMMERCE complies with the Americans with Disabilities Act (ADA).
