• May 23, 2018
Mr.Tony Lee
Snohomish County Courthouse Renovation/Addition
age
NON-STRUCTURAL
General
1) This review is based on the 90%submittal set- the 100%set has not yet been received.
Response:Comment acknowledged.
2) There is proposed work occurring to the Inmate Holding areas on several floors within the
existing building. Code sheet GI-104 classifies this 1-3 Occupancy as accessory to the
Group B Occupancy with no fire-resistive separations required. As Section 508.2.1 still
requires all other provisions pertaining to the 1-3 Occupancy to be complied with (other
than separations, building height and allowable area) - please provide a narrative of how
the provisions of Section 408 are satisfied.
Response: Typical 1-3 occupancies, detention and corrections facilities, include intake
holding areas, sleeping cells with dayrooms, medical treatment areas, chapels, excessive
• areas, etc. For this building, the 1-3 `Accessory use areas"are intended for limited holding
periods of defendants awaiting trial. As such there is no overnight sleeping"within these
spaces. Each holding area will be manned by County Sheriffs/Court security personnel.
The areas are locked/unlocked manually by keys maintained by County Sheriffs/Court
security personnel thus it would fall into Use Condition 1.
Since there are no sleeping areas and the number of occupants within the 1-3 areas is
considerably less than 50, there is no requirement for smoke compartmentation. Unlike a
prison where inmates are relocated from one smoke compartment to another or relocated
to an outdoor fenced area, these detainees would be evacuated from the building via
Sheriffs/Court security personnel escort.
This building is not considered a windowless building since the windows can be readily
broken. A fire alarm system and fire sprinkler system is being provided the building. There
are no unprotected floor openings.
3) Electrical vehicle charging infrastructure should be provided in accordance with Section
427.
Response: There is no additional parking associated with this project. Vehicle charging is
already being provided in the County campus garage.
•
