• May 23, 2018
Mr.Tony Lee
Snohomish County Courthouse Renovation/Addition
ge
2) The air barrier and the testing requirements of the barrier noted in Section C402.5.1.2
should be shown on the plans.
Response:Air barrier testing has been added to section "3.5 Field Quality Control"in spec
section 072726 "Fluid-Applied Membrane Air Barriers". Spec section 072726 has been
attached to this letter. This testing requirement has also been included on Sheet GI-103.
STRUCTURAL
1) The structural design is currently under review. Calculations for the project have only
recently been received. The review will continue with any comments forwarded under
separate letter.
Response:Comment acknowledged.
2) The addition is shown to have been designed as a seismic risk category II building. Please
discuss why the building is not a risk category III structure [the building has a primary
• occupancy is public assembly and the overall building(addition plus existing) has an
occupant load exceeding 5000]. Table 1604.5
Response: The occupant load for the building is only 2,932 occupants, therefore the
occupant load of 5,000 would not apply. Likewise, IBC Table 1604.5 states that this table
applies to "buildings and other structures with a primary occupancy that is public assembly
with an occupant load greater than 300."The IBC code commentary explains that a
method of determining if the primary occupancy is assembly would be by"verifying that
the portion of the building housing the public assembly occupancy is more than 50
percent of the total building area."For this project, the areas of public assembly amount to
only 27%of the total building area. Therefore, in accordance with the code commentary
mentioned above, the primary occupancy is not assembly and Table 1604.5 is not
applicable in this instance.
*** End of Comments***
•
