Mr. Mark Thunberg
Snohomish County Property Management
Plan Check Number: B1802-011, First Review (Structural)
June 18, 2018
Geotechnical
1. The "Foundations" section of the General Notes on Sheet S-003 states that a geotechnical
report has been prepared for the project by Hart Crowser, dated February 7, 2018. The
geotechnical report was not included with the submittal documents and should be submitted
for review. See IBC Section 1803.6.
2. The shear wall foundation at Grid C/8-11 utilizes micropiles in combination with new and
existing spread footings to provide bearing. See IBC Section 1803.6 Item 5. The geotechnical
report should provide recommendations for the following:
a. Confirm recommendations represent concurrent resistance by the piles and footings.
b. Verify spread footing bearing and subgrade modulus recommendations apply to the
existing footings.
c. Provide vertical design properties for the micropiles.
Structural
General:
1. Structural and geotechnical special inspections are required for this project. A table of the
required inspections is provided in the "Special Inspection" section of the General Notes on
Sheet S-003. The table shall be revised to specify the extent of each inspection (e.g.,
continuous, periodic). See IBC Sections 107.1 and 1704.3.1.
2. Continuing with the previous comment, the table of special inspections appears to be
incomplete. The foundation plan on Sheet S-200 includes the installation of micropiles. The
table should be revised by adding additional inspections for driven deep foundations. See IBC
Section 1705.7 and Table 1705.7.
3. The project includes work that will be performed on the premises of fabricators' shops. Special
inspections are required to be performed by the fabricators unless they are registered and
approved to perform work without special inspections. The General Notes on Sheet S-003
should be revised to list work being performed by approved fabricators. Work not being
performed by approved fabricators should be added to the list of special inspections. See IBC
Sections 1704.2.5, 1704.2.5.1, and Section 1704.5 Items 1 and 2. The following work shall be
specified in the notes:
a. Concrete reinforcement fabrication and bending (IBC Section 1705.3)
b. Prefabricated structural steel members and stairways (IBC Section 1705.2).
4. Geotechnical observations should be performed for this project based on a review of the
structural drawings. A list of the required geotechnical observations should be provided in the
"Foundations" section of the General Notes on Sheet S-003. See IBC Sections 107.1 and
107.2.1. The following is a summary based on a review of the construction drawings:.
a. Installation of temporary shoring system at excavations (IBC Section 1803.5.10).
b. Movement monitoring of adjacent structures (IBC Sections 1803.5.7 and 1804.1).
c. Underpinning of adjacent structures (IBC Sections 1803.5.7 and 1804.2).
d. Placement and compaction of structural backfill (IBC Section 1803.4).
CITY OF EVERETT • 3200 Cedar Street • Everett, WA 98201 • (425) 257-8810 • Fax (425) 257-8857
