Mr. Mark Thunberg
Snohomish County Property Management
Plan Check Number: B1802-011, First Review (Structural)
June 18, 2018
Lateral System:
21. The lateral analysis has been performed using a finite element model (FEM). The input for the
FEM is shown in Section 2.3 of the structural calculations. The analysis appears to have been
performed using the ELFP of ASCE 7-10 Section 12.8. See IBC 1613.1 and ASCE 7-10 Section
12.7.3. The following information should be submitted for review:
a. Plans and elevations indicating framing and wall identifications and sizes, framing end
releases and rigidity offsets, joint panel zone assignments, external joint restraints (e.g.,
pinned and fixed connections, springs including values, etc.), and other such information
essential to the model construction. Automatic FEM input files listing framing and joint
definitions should not be submitted as this information is voluminous and often does not
provide the requested information to verify the FEM construction.
b. Rigid and semi -rigid diaphragm definitions.
c. Input data specifying material property definitions. Definitions shall verify if both weight
and mass properties are non -zero. Concrete material definitions shall include cracked
section modifiers.
d. Section definitions for user -defined elements including framing, wall piers and spandrels,
floor areas, and panel zones. Definitions shall include material property assignments.
e. Plans and elevations showing area, line, and joint load assignments. The documentation
shall show variable loading and spatial distribution of loads as occurs. The type,
magnitude, and units of the loads shall be specified. Input data for live load reductions per
IBC Section 1607.10 shall be included when considered in the design
f. Load cases and combinations definitions. See IBC Section 1605. The seismic load
combinations of ASCE 7-10 Sections 12.4.2.3 and 12.4.3.2, including vertical effects per
Section 12.4.2.2, shall be included as required.
g. Input data files for automatically -generated Equivalent Lateral Force Procedure (ELFP) load
cases per ASCE 7-10 Section 12.8 and vertical distribution per ASCE 7-10 Section 12.8.3.
Data shall include input for accidental torsion including amplification per ASCE 7-10
Sections 12.8.4.2 and 12.8.4.3, respectively.
h. Analysis showing calculation of the torsion amplification factor per ASCE 7-10 Section
12.8.4.3. Scaling factors should match ELFP load case input files.
22. The lateral analysis in Section 2.3 of the structural calculations appears to have been
performed using the Equivalent Lateral Force Procedure (ELFP) of ASCE 7-10 Section 12.8.
The structural has not been evaluated for a Type 1 horizontal structural irregularity per ASCE
7-10 Table 12.3-1. The ELFP is not permitted for the analysis of this structure per Table 12.6-1
if the irregularity exists. Documentation evaluating the structure for the irregularity shall be
submitted for review. The lateral analysis shall be revised using a permitted analysis
procedure if the irregularity is found to occur. See IBC Section 1613.1.
Page6of11
CITY OF EVERETT • 3200 Cedar Street • Everett, WA 98201 • (425) 257-8810 • Fax (425) 257-8857
