Meeting Notes <br />rethinkhousing@everettwa.gov <br />Rethink Housing Action Plan <br />Advisory Committee Meeting <br />April 8, 2021 <br />4:00 – 6:00 PM <br />TEAMS <br />Open to the Public <br />1.Welcome – Chair <br />Chair Adkins conducted roll call. Other Members in attendance: <br />Susan Mausshardt <br />Chris Geray <br />Hal Gausman <br />Michael Finch <br />Margot <br />Alex Lark <br />2.Overview of Project Status – Staff <br />Staff provided an update of the project activities to date as follows: <br />• Completed outreach series #1 and #2 <br />• Rescheduling outreach series #3 <br />• Extension of Commerce Grant to October 15th – Draft Plan still due June 15th <br />• Community Survey open until April 30th <br />• Recommendation being drafted for Committee Review: <br />-Housing Varieties <br />-Development in Urban Corridors <br />-Transit Oriented Development <br />-Anti-Displacement <br />-Funding and Incentives <br />-Implementation & Monitoring <br />3.Introduction of Draft Strategy Concepts Housing Varieties – Staff/Consultants <br />The City’s consultant, John Owen of Makers presented draft recommendations for allowing <br />“missing middle” housing in single-family zones. The recommendations include: <br />SHORT TERM <br />•Revise zoning code to allow missing middle and consider lowering parking requirements. <br />•Update design standards to reduce impacts to neighborhood and maintain quality and <br />character <br />MID-TERM <br />•Update Comp. Plan policies to reflect new conditions <br />LONG TERM <br />•Monitor conditions re: affordability, displacement, and livability <br />•Work with housing producers to increase availability and affordability <br />4.Committee Discussion – Chair <br />Committee members then provided input and discussed the concepts presented as follows: <br />Parking reductions are a good idea. Parking is often expensive to provide, there is good transit <br />options in many places of the City, and parking requirement can prevent units from being built. <br />A comment was made that there are six residential zoning categories, this concept should focus on <br />R2, R3, and R4 zones as it seems that the R1 neighborhoods are already well established. <br />Allowing townhomes should only be allowed where there are certain street types that have <br />sidewalks. <br />Where are the schools located in relationship to the R1 Zone. That could be areas to add more <br />housing types for families. <br />APPENDIX F: Housing Committee Notes
