Increasing Housing Variety Everett Housing Action Plan 17 <br /> <br />Medium-term Recommendations <br />1.5: Coordinate changes to Comprehensive Plan policies to promote housing <br />variety, reductions in development costs, and additional housing production. <br />As part of the upcoming 2024 Comprehensive Plan Update, the City should work to promote policies <br />that specifically identify and reinforce the need for housing variety, increased levels of housing <br />production, and other high-priority housing objectives. This may involve developing a workplan and <br />securing resources to consider the best approaches to update the Land Use and Housing Elements of <br />the Comprehensive Plan. <br />Recommended changes would include the following: <br /> To Objective 4.1 consider adding “including zones for single family residences” as follows: <br />“The City shall promote a wide variety of choices for safe and decent housing for all <br />residents through a variety of housing types within the Everett Planning area, including <br />within areas zoned for single family residences.” <br /> Include similar phrasing to Policy 4.1.1: <br />“Consider changes to the Land Use Map Designations and Policies of the Land Use <br />Element as needed to provide for a wide range of housing types in the city including, but <br />not limited to: single family housing, housing to provide an alternative to single family <br />ownership, and moderate and high density multifamily dwellings in order to <br />accommodate the projected population and household income levels for the city and <br />within the Everett Planning Area including within areas zoned for single family <br />residences.” <br /> Rewrite Policy 4.2.1 to emphasize enhancing single family neighborhoods by increasing housing <br />capacity through measures such as allowing infill housing types that are consistent with the scale <br />and character of the local neighborhood, as well as other neighborhood character preservation <br />measures such as streetscape improvements, landscaping and public open space enhancements. <br /> In B. MEASURES RELATED TO THE LAND USE ELEMENT #2 add a phrase to indicate that parking <br />reductions should be considered in single-family neighborhoods that have access to frequent <br />transit service. <br />1.6: Study opportunities for reducing parking minimums in areas where more <br />diverse housing types are encouraged. <br />In addition to reviewing broader flexibility with zoning and development regulations in largely single- <br />family neighborhoods, the City should also consider lowering the parking requirements for some unit <br />types, especially those within transit overlays. This may include both adjustments to requirements for <br />lower-density residential uses in EMC 19.34.020, as well as multifamily requirements outside of the <br />Everett Regional Growth Center under EMC 19.34.025.
