Additional Human Needs funding made available in 2022 to target Safe Streets <br /> Programs should be prioritized to continue and maintain the mission of supporting <br /> pathways towards stability including shelter; housing, employment, diversion and <br /> prevention services for our most vulnerable residents; and <br /> e. Funded programs should address outcome criteria that: <br /> a. Increase self-sufficiency; <br /> b. Promote health and healing; <br /> c. Promote/address diversity and equity; and <br /> d. Reward coordination and collaboration. <br /> WHEREAS, Community Development Block Grant CARES 3 (CDBG-CV3) funds have been made <br /> available through the United States Department of Housing and Urban Development to provide <br /> for community programs for activities that prepare for, and respond to COVID-19 and Everett is <br /> set to receive $789,857.00; and, <br /> WHEREAS, on April 28, 2021 the City Council approved the initial CDBG-CV3 funding allocations; <br /> and, <br /> WHEREAS, due to external agency capacity and other factors, unused and uncommitted CDBG- <br /> CV funds are available for disbursement; and, <br /> WHEREAS, HUD rules require timeliness of grant expenditure; and, <br /> WHEREAS, the Citizen Advisory Committee (CAC) for Housing and Community Development has <br /> studied COVID impact, housing, and community development needs and priorities for Everett; <br /> and, <br /> WHEREAS, the CAC made its recommendations for CDBG-CV funds at a public hearing held on <br /> September 21, 2021; and <br /> WHEREAS, the City Council of the City of Everett has reviewed the recommendations from the <br /> CAC; and <br /> E RESOLUTION Page 2 of 5 <br />
