B. Work Plan <br /> 1. Procurement: As required by City policy, procurement of equipment exceeding <br /> $10,000 will be processed through either a state contract or competitive bidding process as outlined in <br /> the City of Everett Procurement Policy 400-12-06. <br /> 2. Distribution: After the equipment has been received from the vendor, eight of the <br /> FN-303 compressed air less-than-lethal launchers will be distributed evenly between the Everett Police <br /> Department's two precincts to be stored in the less-than-lethal storage lockers at each precinct. <br /> Personnel who are trained and have maintained a current qualification record on the system will be <br /> authorized to sign-out the launchers at the beginning of their shift and return the equipment at the end <br /> of their shift. The department's armorer will be responsible for maintaining the compressed air refill <br /> stations. The spare projectile munitions will be stored in secure containers to be managed by the <br /> department's armorer. Four of the FN-303 compressed air less-than-lethal launchers will be assigned to <br /> personnel on the Special Operations Group and the launchers will be stored in the team's secure storage <br /> locker. <br /> 3. Training: The Everett Police Department has two certified trainers on the FN-303 <br /> compressed air less-than-lethal launcher system. Prior to receiving the equipment from this RFP, the <br /> Everett Police Department acquired five of the launchers to mitigate the effects of RCW 10.116.040. The <br /> two certified trainers have developed a lesson plan for the training which includes safety instructions for <br /> the launcher: <br /> • Always treat the FN launcher as if loaded and operational. <br /> • Point the muzzle in a safe direction. <br /> • Keep your finger outside the trigger guard until ready to fire. <br /> • Do not target above the shoulders. <br /> • Do not fire at a person without lawful objective/purpose. <br />
