the number of times that a less-than-lethal launcher is brought to an incident but is not utilized because <br /> other de-escalation efforts were successful. The Everett Police Department has the ability to perform a <br /> text search in call notes and in written reports. By searching for keywords,the Everett Police Department <br /> can monitor how many times the equipment was brought to an incident but not used. <br /> These outcomes and performance measurements will be reported to the Washington State <br /> Department of Commerce semi-annually. Any additional reporting metrics that are required to be <br /> reported the Washington State Department of Commerce by the US Department of Justice will be <br /> completed as requested. <br /> E. Risks <br /> There are few potential risks to the success of this project. Known risks include the Washington <br /> State Legislature defining compressed air less-than-lethal launchers and the associated projectiles as <br /> military equipment and restricting their use. We classify this risk as low probability, as the legislature has <br /> made clear their desire to have more law enforcement agencies deploying less-than-lethal tools. <br /> Additionally, misuse of the equipment could result in the legislature defining the equipment as a higher <br /> level of force and restricting the times when a law enforcement officer could utilize the equipment. To <br /> mitigate this risk,the Everett Police Department will ensure that personnel who utilize the equipment are <br /> trained in the use of the equipment and have demonstrated proficiency in aiming and having the projectile <br /> strike the intended target. An additional risk is the availability and of the equipment and materials from <br /> the vendor. Due to the legislative changes, many agencies are transitioning from 40mm less-than-lethal <br /> launchers to compressed air launchers. This can create a backlog of orders and delay receiving the items. <br /> To mitigate this, the Everett Police Department already has an established point of contact with the <br /> vendor and experience in ordering equipment. The Everett Police Department will communicate any <br /> delays from the vendor or legislative changes to the Commerce contract manager. <br />
