4. EVALUATION AND CONTRACT AWARD <br /> 4.1. EVALUATION PROCEDURE <br /> Responsive proposals will be evaluated strictly in accordance with the requirements stated in this <br /> solicitation and any addenda issued. The evaluation of proposals shall be accomplished by an <br /> evaluation team(s), to be designated by COMMERCE, which will determine the ranking of the <br /> proposals. <br /> The RFP Coordinator may contact the Applicant for clarification of any portion of the Applicant's <br /> proposal. <br /> 4.2. EVALUATION BREAKDOWN <br /> The following weighting will be assigned to the proposal for evaluation purposes: <br /> Letter of Submittal—Go/No-Go <br /> Project Approach/Methodology: <br /> - Demonstration of Applicant as a law enforcement agency, or consortia of agencies, <br /> and that said agency or agencies' access to less-than-lethal equipment has been <br /> impacted by RCW 10.116.040. (Go/No-Go) <br /> - Identification of the applicant's need and a lack of access to less-than-lethal <br /> equipment due to the impact of RCW 10.116.040—25% <br /> - Identification of users of acquired equipment and description of plan for users' training <br /> on the acquired equipment—20% <br /> - Coordination by more than one law enforcement agency and extent of coverage of the <br /> community or county in which the law enforcement agency serves or agencies serve <br /> with the equipment acquired under the RFP— 15% <br /> - Identification of the equipment mix by item cost and quantity to be acquired— 10% <br /> - Agreements/coordination/authority required and experience in such activity— 10% <br /> - Project Schedule—5% <br /> - Outcome and Performance Measurement—5% <br /> - Risks—5% <br /> - Deliverables—5% <br /> Related Information includes additional information is required to ensure that the applicant is <br /> eligible to apply for funding under the laws of Washington state. <br /> Geographic distribution of the Applicants and the proposed equipment distribution will be <br /> considered by Commerce in conducting the review process and in making award decisions. <br /> Cost Proposal is computed in accordance with section 3.4. The result is then added to the <br /> combined score for the Technical Proposal. <br /> Workers' Rights Certification — Those applicants which certify they do not require their <br /> employees to sign an individual arbitration clause as a condition of employment will receive an <br /> extra 5% added to their score (see Attachment C). <br /> COMMERCE RFP No.19-31440-1 Page 14 of 18 <br />
