It is home to major employers such as Boeing and Naval <br /> Station Everett. <br /> The Everett Police Department has 207 authorized commissioned staff, including a twenty- <br /> member Special Operations Group,which provides a professional response to civil unrest or special events <br /> while providing protection of life and property for the citizens of Everett. The Everett Police Department <br /> recognizes and respects the community's right to peacefully protest, but sometimes these gatherings <br /> become disorderly and have the potential to cause damage to property, injury and even death and the <br /> infringement on rights of citizens. Because of the nature of some civil disorders where the safety of other <br /> community members and property is at risk, law enforcement has a duty to restore a lawful and safe <br /> environment as expeditiously as possible. Through mutual aid, the Special Operations Group has <br /> provided support to agencies throughout King, Snohomish, Skagit, and Whatcom counties, with a <br /> combined population total of over 3,725,000 people. <br /> In 2021, the Washington State Legislature passed Substitute House Bill 1054 (HB 1054). The <br /> passed legislature was delivered to Governor Inslee who signed the legislation into law on May 18, 2021. <br /> HB 1054 became effective on July 25, 2021 and is contained, in part, in RCW 10.116.040 — Military <br /> Equipment. RCW 10.116.040.1 states that"A law enforcement agency may not acquire or use any military <br /> equipment."'
