Project Approach/ Methodology <br /> 1. The City of Everett Police Department is a general authority Washington law <br /> enforcement agency as defined by the Revised Code of Washington (RCW) 10.92.0204. The authority of <br /> the Everett Police Department is established by Everett City Charter Article I Section 1.3.The authority of <br /> police officers derives from this article and section of the City Charter, and is conferred by the <br /> appointment from city council, by the Oath of Office Article IV, Sec. 4.10, the commission issued by the <br /> Chief of Police, and is enhanced by the Mutual Aid Peace Officers Powers Act of 1985. As a general <br /> authority Washington law enforcement agency,the City of Everett is authorized to commission its police <br /> so they may enforce the laws of the State of Washington and the ordinances of the City of Everett. The <br /> Washington Mutual Aid Peace Officer Powers Act of 1985 extends the authority to enforce state law <br /> throughout the State of Washington to all fulltime commissioned officers of a General Authority <br /> Law Enforcement agency under specific conditions. <br /> The City of Everett is a municipality within Snohomish County in the State of Washington and serves <br /> a diverse population of over 111,000 people6.
