Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Housing Justice Project program in a <br /> manner satisfactory to the City and consistent with any standards required as a condition of <br /> providing these funds. Such program will include the following activities eligible under the Community <br /> Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Housing Justice Project will serve 300 Household by providing a wide range of services; <br /> including, referrals, legal advice, negotiations, educating about the eviction process, assisting clients <br /> to prepare for Show Cause hearings and helping to defend those in danger of losing their public <br /> housing assistance. <br /> General Administration <br /> [Description of general administrative services to be performed in support of activities noted above] <br /> Snohomish County Legal Services (SCLS) will provide legal assistance to low-income Snohomish <br /> County households (residing in Everett), who are facing eviction and other housing issues, through <br /> our hybrid model of service delivery that includes staff attorneys and contract attorneys for <br /> immediate emergency assistance and more complex cases; staff and volunteer attorneys for advice <br /> and legal representation; and a series of clinics and workshops. CDBG Funds will be used to serve <br /> households no higher than 80% of the Area Median Income levels, as documented on an individual <br /> intake form. SCLS will also assist participants with legal proceedings as it relates to housing stability <br /> and may prevent homelessness; including, but not limited to: <br /> • Negotiate a payment plan to keep clients in their homes; <br /> • Negotiate additional time so client can secure another residence; or <br /> • Negotiate for a reduction in monetary judgement to allow more funds for the participant to <br /> relocate; <br /> • Protecting and enforcing tenants' rights <br /> • Other housing issues such as security deposit and damages disputes. <br />
